Found a link to this article on Michael Geist's blog. This is a great overview of what's being proposed.

Made-in-America copyright law (Victoria Times-Colonist)

"More important, entertainment firms gained the right to decide for themselves what counts as stealing their product. Suppose you buy a DVD player that allows you to skip the "coming attractions" blurb at the beginning of most DVDs. You've paid for the disk. Whether you watch every second of it is your business. Or so you might think.

Not according to the industry. They argued that by skipping the "coming attractions" section, the consumer is cheating them of revenue. It's now illegal to produce DVD players that bypass advertisements and the firm that pioneered this type of machine was sued into bankruptcy."
