The reason they do that for the budget is because the media need time to be briefed on the details of what is a normally a very massive document, but if any of that information was prematurely leaked, it could negatively impact the markets (or someone could profit from that information). I'm just wondering if they think the details of the bill will somehow negatively impact certain sectors (sales of MP3 players or PVRs or something?). They obviously think it will have some sort of negative impact on something - otherwise there'd be no need for this sort of thing.
